On November 17, at the Department of Logistics at the KSTU named after I. Razzakov, a presentation of the opening of the first in the Kyrgyz Republic "Public Procurement and Logistics observatory " (PPLO) (www.pplo.kg.), a project developed jointly with the World Bank Group.
The opening of this center was attended by Navid Hasan Naqvi, Country Manager of the World Bank; V.S. Krishnakumar, Regional Procurement Manager, World Bank; Murataly Dzhamanbaev, Rector of the Kyrgyz State Technical University named after I. Razzakov; Nurida Baizakova, Director of the Public Procurement Department under the Ministry of Finance of the Kyrgyz Republic; Erke Turdumambetova, Director of the Training Center at the Ministry of Finance of the Kyrgyz Republic; Kanat Mukanov, Head of the Digital Transformation Department under the Government Kyrgyz Republic; Aibek Orozakunov, UN Food Program Manager; Asel Mambetkulova, Deputy Executive Director of ARIS and representatives of more than 30 logistics companies in the field of procurement and transport.
"Public Procurement and Logistics Observatory" aims to contribute to the formation of sustainable capacity in the field of public procurement and their professionalization. On its basis, independent research, analysis and dissemination of information on transparency and accountability of the procurement system will be conducted not only in Kyrgyzstan, but throughout Central Asia.
The special emphasis of the event participants was directed to the influence of the PPLO in the improvement of academic programs for the preparation of bachelors and masters of the profile - "Procurement logistics".
This center will also provide a functioning platform through the website www.pplo.kg. for continuous monitoring of public procurement processes, implementation of the best world practices, initiation of a dialogue between stakeholders. The implementation of a qualitative and quantitative analysis of public procurement processes in the country will be disseminated through the website, blogs, tweets, newsletters, seminars and trainings.
These activities will undoubtedly stimulate cost savings and improve the efficiency of public procurement. Moreover, the PPLO plans to organize independent studies to analyze and disseminate information on transparency and accountability of all participants in this process.
